Gaydos Co-Sponsors Legislation to Strengthen Early Literacy Education in Pennsylvania

HARRISBURG - Rep. Valerie Gaydos (R-Allegheny) today announced she has co-sponsored House Bill 2541, legislation designed to provide up to $150 million in funding to support the implementation of Pennsylvania’s structured literacy law and improve reading instruction across the Commonwealth without raising taxes or impacting the state’s General Fund budget.
“Every child deserves the opportunity to become a confident reader because literacy is the foundation for lifelong success,” said Gaydos. “House Bill 2541 is a fiscally responsible, forward-thinking solution that gives schools the resources they need to strengthen reading instruction and help students thrive academically.”
The Keystone Literacy Investment Tax Credit would authorize the sale of insurance premium tax credits through a competitive bidding process, generating dedicated funding for evidence-based reading instruction grants administered by the Pennsylvania Department of Education.
Gaydos emphasized supporting students and improving educational outcomes remains a key legislative priority.
She has introduced House Bill 976, the Equity in Education Act, legislation aimed at ensuring fairness and equal opportunities for students and families throughout Pennsylvania’s education system.
Gaydos has also introduced House Bill 1398, legislation that would prohibit “no zero” grading policies by allowing teachers to assign grades that accurately reflect student performance and accountability.
“Parents, teachers and students all benefit when we prioritize high standards and strong educational foundations,” said Gaydos. “This legislation continues our commitment to giving students the tools they need to succeed both in the classroom and beyond.”
House Bill 2541 would make funding available beginning in 2029, with tax credits capped at $50 million annually and expiring after 2034.
